Not every victim experiences every tactic. Some may face only a few, while others report encountering many of these methods simultaneously or over extended periods. The harassment is typically relentless and multi-layered, and it can persist even after moving homes or changing locations.
Below is a comprehensive list of tactics commonly described by victims, grouped into categories for clarity:
24/7 Physical Surveillance / Being Followed – constant tailing by individuals or teams in public
Stalking at Home – constant physical presence or observation around the victim’s residence
Electronic Surveillance – monitoring via GPS, apps, or tracking devices
Hacking of Devices and Accounts – unauthorised access to phones, computers, emails, social media, and smart devices
The Potential Use of Hidden Cameras and Microphones inside the Victim’s Home – covert surveillance devices planted in the residence
Plane & Helicopter Flyovers – low or patterned aerial surveillance
Drone Flyovers – drones hovering or following the victim
Noise Campaigns – deliberate loud or disruptive sounds (car horns, slamming doors, loud music, barking dogs, construction, garbage trucks, etc.)
Light Campaigns (brighting) – vehicles or individuals shining headlights or high beams at the victim’s home or while driving, often in repeated patterns
Sleep Deprivation – repeated waking, noise, or other methods to prevent rest
Intrusions from Neighbours – neighbours participating through noise, staring, monitoring, or entering the victim’s property
Street Theatre – staged public performances or fake scenarios acted out near the victim
Synchronised Encounters – repeated, seemingly coordinated meetings with the same strangers or groups in different locations, such as at shops, petrol stations, car parks, banks, restaurants, on walks etc - essentially wherever the victim goes.
Mobbing / Community Gang Stalking – large groups of people overtly or covertly participating
Colour Harassment – repeated use of specific colours in clothing, cars, or objects around the victim
Hand Gestures / Signalling – coordinated signals or gestures used by participants
Harassment Whilst Driving – tailgating, cutting off, honking, brighting, or vehicles following in patterns
Harassed Whilst on Holiday – tactics continuing during travel or vacations
Gaslighting – deliberate actions to make the victim doubt their own sanity or perception of reality
Conditioning / Sensitisation – training the victim to react to specific triggers (coughs, colours, gestures, phrases, certain car types, etc.)
Anchoring – planting false explanations or reasons for the harassment to create confusion and self-doubt
Profiling and Psychological Mapping – building detailed profiles of the victim’s past history, routines, weaknesses, and insecurities
Public Humiliation or Mocking – staged public incidents designed to embarrass the victim
Baiting or Entrapment – provoking the victim into reactions that can be used against them
Isolation Tactics – deliberately cutting the victim off from social, professional, or family support networks
Lost Existing Friends – friends and acquaintances suddenly distancing themselves or turning against the victim
Gained False New Friends – infiltrators or fake supporters who later betray or monitor the victim
Personal Relationships Made More Challenging – interference in romantic, family, or intimate relationships
Slandering / Defamation of the Person’s Reputation and Character – spreading false rumours, lies, or damaging information about the victim
Harassment and Interference at Work – workplace mobbing, sabotage, or targeted disruptions
Barred from Work Opportunities – interference preventing employment or career advancement
Barred from Voluntary Opportunities – blocking participation in volunteering, community activities, or charities
Financial Sabotage – damaging credit, stealing funds, or interfering with finances
Harassment from Local Emergency Services – false reports to police, fire, or ambulance, along with the repeated and patterned use of flashing blue lights and sirens near the victim’s home or while driving. Many victims believe emergency services may be involved / aware of the campaign.
Medical / Doctor Interference – victims frequently report being labelled as mentally unwell (for example, paranoid or delusional) when they describe their experiences of group harassment, even after clearly explaining the coordinated nature of their targeting. This can result in them not being taken seriously and not receiving the proper support which they need. False reports to healthcare providers. Victims report not receiving the appropriate medical care when they need it.
Institutional Non-Response or Complicity – some victims report that authorities such as councils, housing providers, social services, or other institutions appear unwilling to provide proper help or support, even when the victim is entitled to it. Many believe these institutions may be aware of or involved in the coordinated harassment.
Mail and Parcel Tampering – interception, opening, delaying, or damaging of post and deliveries
Vandalism and Property Damage – damage to home, car, belongings, or pets
Vehicle Tampering / Sabotage – interference with cars, tyres, brakes, or electronics
Pet Harassment or Harm – targeting or injuring the victim’s animals
Blackbag Jobs / Home Break-ins – covert entry to move, plant, or remove items
Continued Harassment Even After Moving – tactics follow the victim to new homes, cities, or countries
Cyberstalking and Online Harassment – trolling, doxxing, impersonation, or flooding online accounts
Impersonation and Identity Theft – using the victim’s identity online or in person to cause harm
Directed Energy Weapons (DEWs) / Electronic Harassment – reported use of devices causing physical sensations (microwave, ELF, etc.)
Voice-to-Skull (V2K) / Synthetic Telepathy – directional audio or perceived voices beamed toward the victim
Microchipping / Implants - some victims report the belief that they have been implanted with microchips or tracking devices
Threats, Blackmail, or Intimidation – direct or indirect threats to the victim or their loved ones
